The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted. 47 C.F.R. § 25.154.

Special Temporary Authority


In File No. SAT-STA-20050124-00012, PanAmSat Licensee Corp. requested Special Temporary Authority (STA) for 30 days,
commencing on February 28, 2005, to operate Galaxy 3R at 73.95° W.L. In this application, PanAmSat requests Special Temporary
authority for an additional 180 days, commencing with the expiration of the initial 30-day period, to operate Galaxy 3R at 73.95° W.

Special Temporary Authority


PanAmSat Licensee Corp. (PanAmSat) has filed an application for Special Temporary Authority for 30 days, commencing on
February 28, 2005, to operate Galaxy 3R at 73.95° W.L. Previously, the Commission has granted PanAmSat an STA to: (1) relocate
Galaxy 3R from 111.0° W.L. to 73.95° W.L.; and (2) operate the tracking, telemetry, and command (TT&C) payload on the satellite
during the relocation and once Galaxy 3R is on station at 73.95° W.L. (See File Nos. SAT-STA-20041215-00221 and
SAT-STA-20041229-00230.) PanAmSat seeks to operate Galaxy 3R at 73.95° W.L. to maintain C-band capabilities in the vicinity
of 74° W.L. Operations of Galaxy 3R pursuant to this STA will be on a non-interference basis. Uplink TT&C transmissions on
Galaxy 3R will occur at either 5935.0 MHz (horizontal) or 6415.0 MHz (vertical) and downlink TT&C transmissions will occur at
4198.5 MHz and 4199.625 MHz.

U.S. treasury, in conformance with this condition in its space station license.
