The DIRECTV Group, Inc. has filed an application to launch and operate a geostationary Ka-band satellite -- DIRECTV 11 -- at the
99.2º WL orbital location, where it will be collocated with the SPACEWAY 2 satellite (Call Sign S2133). (See also
SAT-AMD-20041119-00209 which changes the requested location from 99º to 99.2º WL). The DIRECTV 11 satellite will operate
in the 18.365-18.53, 18.57-18.735, 28.36-28.525, and 29.26-29.425 GHz, some of the same frequency bands authorized for the
Spaceway 2 satellite at this location. (See File No. SAT-MOD-20040614-00113 (Current Authorization) and pending Modification,
File No. SAT-MOD-20041122-00212, seeking to modify the orbital location from 99º to 99.2º W.L.)

By separate action, the portions of this application requesting operation on the 18.3-18.365, 18.53-18.57, 18.735-18.8, 28.35-28.36,
28.525-28.6, 29.25-29.26 and 29.425-29.5 GHz frequency bands were dismissed. See Letter to Counsel, The DIRECTV Group, Inc.
from Chief, Satellite Division, International Bureau, DA 04-4071 (December 30, 2004).

For the reasons set forth in the December 30, 2004 letter, the original application file number of SAT-RPL-20040909-00168 has been

Modification, File No. SAT-MOD-20041122-00211, seeking to modify the orbital location from 103.05º to 102.8º W.L.)

By separate action, the portions of this application requesting operation on the 18.3-18.365, 18.53-18.57, 18.735-18.8, 28.35-28.36,

Commission a modification to this authorization, specifying the exact frequencies for tracking, telemetry and command (TT&C)
functions for EchoStar-123W, on, or prior to, the date of its first construction milestone, i.e. 12/08/04.); Stamp Grant,
SAT-MOD-20041008-00196, Call Sign S2490, Condition 8 (granted Dec. 6, 2004) (same condition for new location at 117° W.L.).

For on-station operations, EchoStar specifies the following TT&C frequencies for its authorized Ka-band satellite at 117° W.L.:

29.999 GHz (using Right Hand Circular Polarization) as the command frequency, and
19.701 GHz and 20.199 GHz (both using Left Hand Circular Polarization) as the telemetry frequencies.

EchoStar included information on the emission designators and allocated bandwidth, as well as typical link budgets, for these TT&C
frequencies in this application.

(DIRECTV 1) at the 101° W.L. orbital location at the currently licensed parameters and specifications beyond December 2, 2004, the
expiration date of the previous STA requested for DIRECTV 1. See FCC File No. SAT-STA-20040524-00103. Specifically, DIRECTV
requests authority to operate DIRECTV 1 for up to 180 days beyond that expiration date, through and including May 30, 2005, at the
101.125° W.L. orbital position (± 0.05°), while its request for a long-term extension of its license is being processed. (See File Nos.
SAT-MOD-20030613-00120 and File No. SAT-AMD-20041112-00208).

On December 15, 2004, PanAmSat Licensee Corp. requested Special Temporary Authority for 30 days to: (1) relocate Galaxy 3R from
111.0° W.L. to 73.95° W.L.; and (2) operate the tracking, telemetry, and command (TT&C) payload on the satellite during the
relocation and once Galaxy 3R is on station at 73.95° W.L. (See File No. SAT-STA-20041215-00221.) In this STA, PanAmSat
requests special temporary authority for an additional 180 days to complete the relocation of the satellite, and to continue operating
the TT&C payload at 73.95° W.L., following the expiration of the 30-day STA that PanAmSat previously requested.
