The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted. 47 C.F.R. § 25.154.

Amendment


Mobile Satellite Ventures Subsidiary LLC has filed an amendment to its pending application to launch and operate a replacement
L-band Mobile Satellite Service (MSS) satellite at 101° W.L. (File No. SAT-LOA-19980702-00066, as amended). This amendment
reflects revised technical parameters for its replacement satellite. MSV has deleted Sections 2 and 7 of the Technical Appendix from
its March 2001 Replacement Application (File No. SAT-AMD-20010302-00019) which pertained to the technical parameters of
MSV’s ancillary terrestrial component (ATC). MSV has filed a separate application (File No. SAT-AMD-20031118-00332) requesting
ATC authority pursuant to the rules adopted in the ATC Order. (See Flexibility for Delivery of Communications by Mobile Satellite
Service Providers, Report and Order, 18 FCC Rcd 1962, FCC 03-15, IB Docket No. 01-185 (February 10, 2003) ("ATC Order"),
amended by Errata (March 7, 2003)).

Amendment


Mobile Satellite Ventures Subsidiary LLC (MSV) has filed an this amendment to its pending application to launch and operate a
replacement L-band Mobile Satellite Service (MSS) satellite at 101°W. (See File No. File No. SAT-LOA-19980702-00066, as
amended). In this amendment, MSV to request an additional 50 MHz (in each direction) of Planned Ku-band frequencies (10.70-10.75
GHz (downlink) and 13.15-13.20 GHz (uplink)) for feeder links in addition to the 450 MHz (in each direction) it has already applied
for in its November 2003 Amdendment (10.75-10.95 GHz & 11.2-11.45 GHz (downlink) and 12.75-13.15 GHz & 13.20-13.25 GHz
(uplink)). (See File No. File No. SAT-AMD-20031118-00335.) MSV has amended and restated the Technical Appendix that was
included with MSV’s November 2003 Amendment.

Amendment


Mobile Satellite Ventures Subsidiary LLC has filed an amendment to its pending application for a replacement mobile satelilte service
satellite at 101° W.L. (See File No. SAT-LOA-19980702-00066). This amendment supplements the application with (i) a two-degree
spacing analysis and (ii) additional information pertaining to MSV's request to operate the proposed satellite with an East-West station
keeping tolerance of ±0.1°.

Special Temporary Authority


Globalstar LLC has filed a request for special temporary authority to continue to maintain Flight Models 2 and 14 at an orbit of 1514
kilometers.

Special Temporary Authority


Columbia Communications Corp. has filed a requests for special temporary authority to permit it to test its AMC-12 spacecraft at
67.5º W.L. for a period of up to 60 days following launch. AMC-12 is a C-band replacement satellite that will operate at 37.5º W.L. in
the 5925-6425 and 3700-4200 MHz frequency bands. Columbia states temporary operation of AMC-12 at 67.5º W.L. will permit
testing to occur without disruption to existing customers at 37.5º W.L. and will not adversely affect the operation of any other
carrier’s spacecraft.
