Granted with conditions, SES Americom, Inc.'s ("SES Americom") request, File No. SAT-MOD-20040504-00089, to modify its
authorization, File No. SAT-LOA-19880930-00040 (Call Sign S2446). SES Americom is authorized to relocate its Satcom C-4 C-band
satellite from 135° W.L. to 85° W.L. and operate it at the 85° W.L. orbital location. After the drift, Satcom C-4 will operate at the
85° W.L orbital location in the 3700-4200 MHz and 5925-6425 MHz frequency bands

Petition for Declaratory Ruling to be Added to the Permitted List

Granted Telesat's request for modification of the Permitted Space Station List (Permitted List) entry for the Anik E2R satellite to
reflect a minor change to the satellite’s orbital location and stationkeeping box during mid to late September to early October 2004;
and (2) extension, until December 15, 2004, of its Permitted List entry. These changes are necessary to accomplish the transfer of
traffic to the Anik F2 satellite, which is expected to occur in early October 2004.

Granted Telesat Canada's request to include its Anik F2 satellite at 111.14° W.L. on the Permitted Space Station List (Permitted List)
on a special and temporary basis. Following traffic transfer from Anik E2R, which is expected to occur in early October 2004, Anik
F2 will be moved to 111.1° W.L. and will serve U.S. earth station customers from that location in accordance with its current
Permitted List entry.
