granted with conditions.

a. PanAmSat IS GRANTED authority to construct and launch a satellite at the 133.0° W.L. orbital location capable of operating in
the following frequency bands: 5925 - 6425 MHz (Earth-to-space) and 3700 - 4200 MHz band (space-to-Earth); 6629.02 - 6649.52
MHz and 6680.17 - 6700.67 MHz (Earth-to-space); 1166.20 - 1186.70 MHz and 1565.17 - 1585.67 MHz (space-to-Earth).

b. PanAmSat IS GRANTED authority to operate a satellite at the 133.0° W.L. orbital location, GALAXY-XV call sign S2387, in the
5925 - 6425 MHz band for uplink (Earth-to-space) transmissions, and in the 3700 - 4200 MHz band for downlink (space-to-earth)
transmissions.

File No. SAT-AMD-20030818-00156 amended this application removing the bands 11700 - 12200 and 14000 - 14500 MHz. As a
result of the removal of the Ku-band from the application the Petitions to Deny filed by Lockheed Martin, Loral, New Skies and GE
Americom are DISMISSED AS MOOT.

The DIRECTV Group, Inc. has withdrawn this amendment. The underlying application (File No. SAT-MOD-20011221-00135)
was withdrawn on June 14, 2004, rendering this amendment moot. See Letter to Marlene H. Dortch, Secretary, Federal
Communications Commission from William M. Wiltshire, Counsel for The DIRECTV Group, Inc., dated July 21, 2004.
