(File Nos. SAT-MOD-20030711-00128 and SAT-AMD-20040827-00241). The modification application had previously requested authorization for changes in the satellite’s design and for assignment of additional feeder-link spectrum, among other things. This amendment withdraws the requests for satellite-design changes and additional spectrum. Lockheed Martin provides additional information regarding the center frequencies it plans to use for the proposed TT&C functions on the three referenced spacecraft. Among the changes involved in this modification are: (1) the use of phased-array antennas for downlink transmissions through small, hopping spot beams with higher EIRP, and greater antenna pointing accuracy and control; (2) the addition of a downlink broadcasting capability through a single or multiple wide-area beams on each polarization to cover wide geographic areas; (3) new bandwidth partitioning and frequency re-use schemes for uplink and downlink signals; (4) the ability to operate either with or without on-board processing; (5) the combining of the two satellite payloads currently authorized at this orbital location onto a single satellite; (6) an improved telemetry, tracking and command systems, and (7) relinquish spectrum no longer needed for inter-satellite links. The satellite will operate in the 18.3-18.8 GHz and 19.7-20.2 GHz bands (space-to-Earth), and 28.35-28.6 GHz and 29.25-30.0 GHz bands (Earth-to-space). Among other things, the proposed modifications will (1) combine onto a single satellite the individual Ka-band payloads originally authorized for deployment on two satellites at 101° W.L.; (2) combine the Ka-band payload with a Direct Broadcast Satellite (DBS) payload on a high-power hybrid satellite; and (3) relinquish spectrum no longer needed for inter-satellite links. In addition, DIRECTV has requested waivers of Sections 25.202(g), 25.210(d), and 25.210(i) and Section S7 of Schedule S. SAT-MOD-20040726-00147 E S2398 Intelsat LLC Date Filed: 07/26/2004 16:45:34:98600 Modification On July 26, 2004, Intelsat, LLC has filed an application for modification of its authorization to operate its INTELSAT 707 satellite, pursuant to the streamlined fleet management procedures under section 25.118(e) of the Commission’s rules to move INTELSAT 707, operating on the 3700-4200, 5925-6425, 10950-11200, 11450-11950, 12500-12750 and 14000-14500 MHz frequency bands, from the 1.0º W.L. orbital location to 53.0º W.L.orbital location. This modification will be effective on August 25, 2004. SAT-RPL-20040630-00127 E S2632 DIRECTV Enterprises, LLC Date Filed: 06/30/2004 21:53:55:99300 Replacement Satellite Application (no new frequency) DIRECTV Enterprises, LLC (DIRECTV) has filed an application for authority to launch and operate DIRECTV 8, a satellite in the Direct Broadcast Satellite (DBS) service. The satellite will replace the DIRECTV 2 satellite at the nominal 101° W.L. orbital location, and will be collocated with the DIRECTV 1, DIRECTV 1R, and DIRECTV 4S satellites currently operating at that location. In a related application, DIRECTV seeks authority to modify its Ka-band satellite authorization at the same orbital slot to create a hybrid DBS/Ka-band space station. (See File No. SAT-MOD-20040630-00128) DIRECTV states the addition of DIRECTV 8 to the existing constellation of DBS satellites will provide in-orbit redundancy for DIRECTV’s DBS system and guard against potential interruptions in the service.
