SAT-AMD-20040227-00021 E S2487 Mobile Satellite Ventures Subsidiary LLC Date Filed: 02/27/2004 14:43:12:08000 Amendment Mobile Satellite Ventures Subsidiary LLC ('MSV') amends its pending application to launch and operate a Mobile Satellite Service ('MSS') satellite at the 63.5W orbital location by (i) increasing the size of the L-band service link antenna; (ii) increasing the EIRP of the satellite; (iii) increasing the potential number of L-band spot beams; (iv) modifying the baseline air interface protocol from GMR only to GMR-2, S-cdma2000, and SW-CDMA; and (v) requesting a waiver of the bond requirement (47 C.F.R. sec. 25.165(a)). SAT-LOA-20040210-00015 E S2615 EchoStar Satellite L.L.C. Date Filed: 02/10/2004 15:24:24:68300 Launch and Operating Authority EchoStar Satellite L.L.C. (EchoStar), formerly known as EchoStar Satellite Corporation, has filed an application for authority to construct, launch and operate a geostationary (GSO) satellite in the Fixed-Satellite Service (FSS) using allotted extended Ku-band frequencies (10.7-10.75 GHz and 11.2-11.45 GHz downlink; 12.75-13.0 GHz and 13.15-13.2 GHz uplink) at the 101° W.L. orbital location. The proposed satellite will operate with 18 transponders each of 27 MHz usable bandwidth, meaning full frequency reuse of up to 300 MHz on both the uplink and downlink paths. The proposed satellite will operate using a broad coverage beam on the downlink that is switchable to smaller spot beams. In addition, the proposed satellite will have a pair of satellite receive beams for feeder link uplink transmissions. Both uplink beams are steerable and can be used to point to various locations in other countries. If its waiver request is granted, EchoStar envisions using one of the beams for uplink transmissions from EchoStar’s feeder link earth station located at Cheyenne, Wyoming, while using the other steerable beam to uplink transmissions (including international programming) directly from other countries (e.g. Canada, Mexico and Peru). This satellite design will also enable EchoStar to share on a co-frequency basis portions of the allotted extended Ku-band with the feeder links of MSV’s proposed "replacement" Mobile Satellite Service (MSS) satellite at the same orbital location. EchoStar requests a waiver of footnote NG104 of the U.S. Table of Allocations, 47 C.F.R. § 2.106, to the extent necessary to permit it to provide domestic service as well as international service from the proposed satellite and for TT&C operations in the United States using the allotted extended Ku-band frequencies. EchoStar also requests a waiver of 47 C.F.R. § 25.210(f) to the extent required to permit operation of the proposed allotted extended Ku-band payload by way of circular polarization. EchoStar proposes to offer Direct-to-Home services, interactive services and HD content to consumers using transactions modeled on the current relationship between EchoStar and its DBS subscribers, which is a non-common carrier relationship, or other non-common carrier transactions. The original testing authority was granted in File No. SAT-STA-20031219-00363 for a period of sixty days commencing with the launch of AMC-10, and expires on April 5, 2004.
