The applications listed herein have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined they are defective and not in
conformance with the Commission's Rules and Regulations and its Policies. Final action will not be taken on any of these
applications earlier than 30 days following the date of this notice. 47 U.S.C. § 309(b). All applications accepted for filing
will be assigned call signs, or other unique station identifiers. However, these assignments are for administrative
purposes only and do not in any way prejudice Commission action.

On January 12, 2004, DIRECTV Enterprises, LLC filed a Blanket Receive Only Earth Station Application to provide DBS service to
the U.S. market in BSS spectrum from the 72.5º W.L. orbital location using the DIRECTV 5 satellite. In its application, DIRECTV
requests that the Commission find it in the public interest to allow 1,000,000 receive-only earth stations to access DIRECTV 5, which
will provide service from the Canadian BSS position at 72.5° W.L. The DIRECTV 5 satellite will be licensed by the Government of
Canada to Telesat Canada. DIRECTV will retain use of the transponder capacity of DIRECTV 5 to provide service to the U.S.
DIRECTV 5 will use the 12.2-12.7 GHz downlink frequency bands that have been allocated and are currently used in Region 2
(including the United States) for DBS. As of the date of the release of this Public Notice, we redesignate the ex parte status of this
proceeding from restricted to "permit-but-disclose," pursuant to Section 1.1200(a) of our rules, 47 C.F.R. § 1.1200(a).

Comments may be filed on or before April 26, 2004. Replies may be filed on or before May 6, 2004.
