On December 8, 2003, the Satellite Division of the International Bureau granted EchoStar's application to launch and operate the
EchoStar 123W satellite at the 123 degrees W.L. orbital location in the 18.3-18.8 GHz, 19.7-20.2 GHz, 28.35-28.6 GHz, and the
29.25-20.0 GHz bands, subject to conditions.

On December 10, 2003, the Satellite Division granted EchoStar's request for special temporary authority to operate on channels 1, 7,
and 11 at its assigned 157 W.L. orbital location rather than on its assigned channels 1,3, and 5 at the 157 W.L. location for a period of
60 days commencing December 17, 2003, subject to certain conditions.

On December 8, 2003, the International Bureau dismissed Echostar Satellite Corporation's application to construct, launch and
operate a geostationary satellite orbit satellite in the extended Ku-band frequencies at the 83 degree W.L. orbital location, without
prejudice to EchoStar re-filing the application. The application was dismissed because the proposed satellite does not conform
with the Commission's rules. See Letter from Thomas S. Tycz, Chief, Satellite Division, International Bureau, to David K.
Moskowitz, Senior Vice President and General Counsel, EchoStar, dated December 8, 2003 (DA 03-3894).

operate a geostationary satellite orbit satellite in the extended Ku-band frequencies at the 121 degree W.L. orbital location,
without prejudice to EchoStar re-filing the application. The application was dismissed because the proposed satellite does not
