PanAmSat Licensee Corporation has filed an amendment to its pending application to launch and operate a fixed-satellite service
satellite at 133 degrees W.L. (See File Nos. SAT-LOA-19991207-00119; SAT-AMD-19991029-00199;
SAT-AMD-20030818-00155/00156.) PanAmSat proposes to operate this satellite in the 3700-4200 and 5925-6425 MHz frequency
bands. This amendment provides a technical supplement to the pending application and changes the name of the satellite from Galaxy
I(H) to Galaxy XV.

Amendment


PanAmSat Licensee Corporation has filed an amendment to its pending application to launch and operate a fixed-satellite service
satellite at 169 degrees E.L. (See File Nos. SAT-LOA-19960419-00059 (old File No. 97-SAT-P/LA-96);
SAT-AMD-20030411-00064; SAT-AMD-20030818-00154.) PanAmSat proposes to operate this satellite in the 3700-4200,
5925-6425, 14000-14500 and 12250-12750 MHz frequency bands. This amendment provides a technical supplement to the pending
application and changes the name of the satellite from PAS-2R to PAS-4R.

Modification


Iridium 2 GHz LLC has filed an application for modification of its authorization to launch and operate a mobile satellite service (MSS)
network in the 2 GHz MSS frequency band. In addition, Iridium filed a letter on October 23, 2003 which it has asked be appended to its
application.

In this modification, Iridium seeks to substitute a single geostationary satellite for its authorized system of 96 non-geostationary
satellites. Iridium proposes to operate the geostationary satellite at 87.5 degrees W.L. in the 2000-2020 MHz and 2180-2200 MHz
frequency bands. Iridium seeks to operate feederlinks and tracking, telemetry and control in the Planned Ku-band (10.825-10.95 GHz
for downlinks and 12.75-13.25 GHz for uplinks). Iridium requests a waiver of Footnote NG104 of Section 2.106 of the Commission's
rules limited operations in the 10.7- 11.7 GHz and 12.75-13.25 GHz frequency bands by FSS networks to international systems. In
addition, Iridium seeks a waiver of Section 25.210(j) of the Commission's rules requiring FSS satellite to maintain a longitudinal
stationkeeping tolerance of 0.05 degrees. Iridium proposes a stationkeeping tolerance of 0.1 degrees in accordance with ITU Radio
Regulation 22.8. Iridium's services will continue to be offered on a non-common carrier basis.
