Petition for Declaratory Ruling


By this Petition, Space Imaging LLC (Space Imaging) asks the Commission to clarify how the rules and policies adopted in the recent
Satellite Licensing Order IB Docket No. 02-34) will apply to remote sensing satellite system applications. Specifically, Space Imaging
urges the Commission to rule that applications for new or modified non-geostationary satellite orbit (NGSO) satellite systems in the
Earth Exploration Satellite Service (EESS) shall be processed under the first-come, first-served procedure applicable to geostationary
satellite orbit-like (GSO-like) satellite systems and not under the modified processing round procedure applicable to NGSO-like systems.
