The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Petitions, oppositions and other pleadings filed in response to

Amendment


Astrolink International LLC has filed an amendment to its pending application for modification of its authorization to construct,
launch and operate a Ka-band fixed-satellite service system. (See File No. SAT-MOD-20030131-00008.) Astrolink proposes a system
of two satellites, one positioned in the 97.05°W (Americas) orbital location and the second positioned in one of the 97.05°W
(Americas), 2°E (Europe, Africa and West Asia) or 130°E (East Asia and Australasia orbital location). Each satellite will operate
within a total of 1,000 MHz of uplink (500 MHz for user terminals and 500 MHz for gateways) and 1,000 MHz of downlink spectrum
(500 MHz for user terminals and 500 MHz for gateways). The Astrolink system utilizes orthogonal circular polarization, with the first
satellite at each location operating in Right Hand Circular (RHC) on the uplink and left Hand Circular (LHC) on the downlink.

The Astrolink satellite at each location will operate in the 28.35-28.6 GHz and 29.25-30.0 GHz uplink bands in the Earth-to-space
direction; and in the 18.3-18.8 GHz and 19.7-20.2 GHz downlink bands in the space-to-Earth direction. The extended C-band will be
used for telemetry, tracking & control (TT&C). The initial Astrolink satellites will not utilize inter-satellite links (ISL).

EchoStar KuX Corporation (EchoStar) has filed an amendment to its application for authorization to construct, launch
and operate two extended Ku-band satellites, and one ground spare satellite, in the Fixed-Satellite Service (FSS). (See Original File Nos.
82/83-SAT-P/LA-96 and 84-SAT-P-96; IBFS File Nos. SAT-LOA-19960229-00037/00038 and SAT-A/O-19960229-00036.)
EchoStar confirms that it will accept different orbital locations for its system than the locations identified as "preferred" in its original
application. EchoStar identifies two alternative orbital locations (the 83º W.L. and 121º W.L. locations) or any available location in
the 83º-121º W.L. arc.

In addition, EchoStar no longer requires a waiver of the Commission’s financial qualification rules at §§ 25.140(b)-(d). EchoStar
withdraws its waiver request. EchoStar also withdraws its request for a limited waiver of the Table of Allocations to allow uplink FSS
transmissions in the 13.75-14.0 GHz band. The Commission has allocated the 13.75-14.0 GHz band to the fixed-satellite service and a
waiver is no longer required.

Intelsat is seeking to extend the milestone dates for completing construction and launching this satellite to January 2004 and March
2004, respectively.

SES AMERICOM, Inc. (SES AMERICOM) has filed an application for modification of its license for the Satcom SN-4 fixed-satellite
space station. Satcom SN-4 is a geostationary hybrid C/Ku-band satellite that has been operating pursuant to special temporary
authority (STA) at 172° E.L. since November 2000. SES AMERICOM requests permanent assignment of Satcom SN-4 to 172° E.L.
for the remaining term of its license, which has been extended until June 18, 2006.
