Special Temporary Authority


PanAmSat Licensee Corp. (PanAmSat), pursuant to Section 25.120 of the Commission’s Rules, hereby requests Special Temporary
Authority (STA) to conduct in-orbit testing (IOT) at 144.5° W.L. of the C-band payload on Galaxy XIII. PanAmSat seeks STA for a
period of thirty (30) days beginning on the date the spacecraft arrives at that orbital location.

Special Temporary Authority


Directv, Inc. has filed a request for Special Temporary Authority to relocate the DIRECTV 3 direct broadcast satellite from a storage
orbit to a Canadian Broadcast Satellite Service orbital location and to direct the TT&C functions of that satellite for a period of time
once it is relocated. Directv has agreed to lease all of the capacity of the DIRECTV 3 satellite to Telesat Canada for operation of that
satellite at the 82º W.L. orbital location, subject to receiving the requisite approvals from both the U.S. and Canadian regulatory
authorities.

EchoStar Satellite Corporation has filed a request for Special Temporary Authority to operate EchoStar IV at the 157º W.L. orbital
Location on the alternate channels of 7 and 11 instead of the licensed channels 3 and 5 for up to 180 days.
