                                        Satellite Space Applications Accepted for Filing
The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Petitions, oppositions and other pleadings filed in response to
this notice should conform to Section 25.154 of the Commission's rules, unless otherwise noted. 47 C.F.R. § 25.154.

Launch and Operating Authority


On June 11, 2003, DIRECTV ENTERPRISES, LLC (DIRECTV) filed an application for authority to launch and operate a direct
broadcast satellite, DIRECTV 7S, and collocate the satellite at the 119º W.L. orbit location with its DIRECTV 5 satellite. DIRECTV
plans to provide local broadcast programming using its DIRECTV 7S satellite.

Modification


On June 13, 2003, DIRECTV ENTERPRISES, LLC (DIRECTV) filed an application for a minor modification of its relevant direct
broadcast satellite (DBS) system authorizations. DIRECTV seeks a minor modification to reflect the relocation of the DIRECTV 6
satellite to the 110º W.L. orbit location and the relocation of the DIRECTV 1 satellite to the 101º W.L. orbit location, respectively,
and corresponding operational authority of the satellites at those locations. See In the Matter of DIRECTV, Inc, Request for Special
Temporary Authority to Move Satellites to the 110º W.L. and 101º W.L. Orbit Locations, DA 03-2327 (released July 2, 2003).

The application captioned above is an adjudicative licensing proceeding and is generally restricted under the Commission's ex parte
rules. See 47 C.F.R. §§ 1.1202(d) and 1.1208. This proceeding is inextricably intertwined with complex, interrelated legal, technical
and policy issues associated with the implementation of direct broadcast satellite systems. In order to develop a full and complete
record in this proceeding we hereby modify the status for processing this application. This proceeding shall be treated on a
non-restricted, permit-but-disclose, basis. 47 C.F.R. §§ 1.1200(a), 1.1206 and 1.1208, Note 2.

This action is taken pursuant to authority found in Section 4(i) and 303 of the Communications Act of 1934, as amended, 47 U.S.C. §
154(i) and 303; and pursuant to Sections 0.31, 0.241, 0.261, and 1.1200(a) of the Commission's Rules. See 47 C.F.R. §§ 0.31, 0.241,
0.261 and 1.1200(a).
