Points of Communication: 1 - ALSAT - (ALSAT) SES-MOD-20030318-00351 E E020091 California Broadcast Center, LLC Application for Modification Class of Station: Fixed Earth Stations Nature of Service: Domestic Fixed Satellite Service Applicant requests a modification to earth station authorization, E020091, to add 100 MHz, between 6425.0 MHz and 6525.0 MHz, for purposes of uplinking with Galaxy IIIC’s Ku band downlink transponders to serve South America. These extended C band uplinks are received by the Galaxy IIIC satellite and are cross-connected to transponders with downlinks operating in the standard Ku frequency band with South America coverage. This requirement results from the uplink limitations imposed by full-blown domestic C and Ku communications transponder packages operating in the standard frequency bands used by the Galaxy IIIC satellite. In order to allow operation of Galaxy IIIC’s twelve additional South America transponders from the DIRECTV Latin America Broadcast Center in California, the uplink band must operate outside of the domestic C and Ku band frequencies. The 100 MHz in the 6425.0-6525.0 MHz band was successfully coordinated by Comsearch at the time the license was originally granted. Without the 100 MHz requested by this application for modification, Applicant will be precluded from operating upto six transponders into South America. Applicant currently is using two of these six transponders to provide upto 24 channels of programming to at least nine South American countries. In addition, Applicant’s plans for future service growth in the South American markets will be limited by the inability to operate the remaining four transponders providing upto 48 channels of programming. This substantial reduction in service will harm the DIRECTV Latin America service and its consumers, and is not in the public interest. Applicant is prepared to provide further evidence and analysis demonstrating that the earth station, which is the subject of this application, will not cause interference to broadcast ENG users sharing the requested frquency band.
