Unless otherwise specified, the following procedures apply to the applications listed below:

The applications listed below have been found, upon initial review, to be acceptable for filing. These applications are not
subject to the streamlined processing procedures set forth in Section 63.12 of the Commission’s rules, 47 C.F.R. § 63.12.
These applications shall not be deemed granted until the Commission affirmatively acts upon the application, either by
public notice or by written order. Operation for which authorization is sought may not commence except in accordance
with any terms or conditions imposed by the Commission.

Unless otherwise specified, interested parties may file comments with respect to these applications within 28 days of the
date of this public notice. We request that such comments refer to the application file number shown below. Ex parte
communications between outside parties and Commission staff concerning these applications are permitted subject to the
Commission’s rules for “permit-but-disclose proceedings.” See 47 C.F.R. § 1.1206.

Application for consent to assignment of international Section 214 authorizations held by Teleglobe USA Inc., Debtor-in-Possession,
to Teleglobe USA LLC, a newly formed limited liability company organized under the laws of Delaware. This application is filed in
connection with the proposed sale of Teleglobe USA Inc.'s telecommunications assets and business in the United States out of
bankruptcy to TLGB Corporation ("TLGB"), a Delaware holding company.

After consummation of the proposed transaction, Teleglobe USA LLC, the assignee, will be a direct, wholly owned subsidiary of TLGB,
which is an indirect wholly-owned subsidiary of Teleglobe International Holdings Ltd. ("TIH"), a newly-formed Bermuda corporation.
The majority owners of TIH are four investment funds that are affiliated with Cerberus Capital Management, LP, a private equity fund
based in New York. The Cerberus funds are controlled by Stephen Feinberg, a U.S. citizen who is the CEO of Cerberus. Pursuant to
Section 63.10 of the rules, Teleglobe USA LLC requests that it be classified as a non-dominant U.S. international carrier on all
authorized routes, including Canada. Teleglobe USA Inc., the assignor, currently is classified as dominant on the U.S.-Canada route due
to its affiliation with Bell Canada. Applicants state that, after consummation of the proposed transaction, Teleglobe USA LLC will
not be affiliated with Bell Canada or with any other foreign carrier that possesses market power.

The international Section 214 authorizations that would be assigned to Teleglobe USA LLC are as follows: (1) Authority to resell
private lines not interconnected to public switched networks between the Untied States and international points (File No. ITC-95-466);
(2) Authority to provide international services between United States and international points through resale of international switched
services (File No. ITC-95-467); (3) Authority to resell private lines interconnected with the public switched network at one or both
ends for the provision of switched services between the United States and the United Kingdom (File No. ITC-95-468); (4) Authority to
resell interconnected private lines between the United States and Sweden for the provision of switched services (ITC-96-074); (5)
Authority to provide limited global facilities-based service (File No. ITC-96-452); (6) Authority to acquire and operate facilities for
the provision of services between the United States and international points (File No. ITC-96-020); (7) Authority to acquire and
operate facilities for the provision of services between the United States and international points other than Canada using the
CANUS-1 cable system (File No. ITC-96-411); (8) Authority to acquire and operate facilities for the provision of services between the
United States and international points (File No. ITC-96-410); (9) Authority to lease private lines between the United States and
Canada for provision of switched and private line services (File No. ITC-96-412); (10) Authority to construct, acquire and operate
capacity in the AMERICAS-II Cable System (File Nos. ITC-98-342 and ITC-98-342A); and (11) Authority to construct and operate
the Columbus III Cable System (File No. ITC-214-19980527-00346).
