Special Temporary Authority


DirecTV Enterprises, Inc. has filed a request for special temporary authority to move its DIRECTV 3 Direct Broadcast Satellite out of
geostationary orbit into a storage orbit and to make certain accompanying minor adjustments to the positions of other DIRECTV
satellites colocated at 101 degrees W.L.

Special Temporary Authority


PanAmSat Licensee Corp. has filed a request for special temporary authority for up to 180 days, commencing on September 26, 2002,
to:

(1) relocate Galaxy III-R from 95.15° W.L. to 74° W.L.;

(2) operate the tracking, telemetry, and command payload on the satellite while it is being relocated and when it is on station at 74°
W.L.; and

(3) operate the C-band payload on the satellite (5925-6425 MHz/3700-4200 MHz) when it is on station at 74° W.L.
