                                         Satellite Space Applications Accepted for Filing
The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Petitions, oppositions and other pleadings filed in response to
this notice should conform to Section 25.154 of the Commission's rules, unless otherwise noted. 47 C.F.R. § 25.154.

SAT-AMD-20020828-00160              E S2113            Constellation Communications Holdings, Inc.
Amendment


On August 8, 2000, Constellation Communications Holdings, Inc. filed a request pursuant to Section 1.3 and Section 25.117(e) of the
Commission's Rules, for a limited waiver of the milestones specified in Constellation’s authorization to construct, launch and operate a
mobile satellite system in frequencies above 1 GHz. That Limited Waiver Request remains pending before the Commission. On August
29, 2001, Constellation filed an amendment to the Limited Waiver Request asking that the Commission specify different milestones
than those asked for in the Limited Waiver Request. (See File Nos. SAT-MOD-20000907-00131; SAT-AMD-20010829-00081)

With this Amendment, Constellation seeks to amend its pending Limited Waiver Request by specifying the following new milestone
dates for the Constellation system:

Construction completion first two satellites -- 7/04
Construction completion remaining satellites -- 7/05
Operational status -- 7/06

Petition for Declaratory Ruling


On August 23, 2002, Spacecom Satellite Communications Services S.C.C. Ltd. filed a Petition for Declaratory Ruling requesting the
Commission to add the AMOS-2 satellite to the "Permitted Space Station List" list created by the Commission in the DISCO II First
Reconsideration Order. [See Amendment of the Commission's Regulatory Policies to Allow Non-U.S. Licensed Space Stations to
Provide Domestic and International Satellite Service in the United States, Order, IB Docket No. 96-111, FCC 99-325 (released Oct.
29, 1999) (DISCO II First Reconsideration Order).]
