Amendment

Intelsat LLC has filed an amendment to its pending application for modification of its INTELSAT 603 satellite. (See File No.
SAT-MOD-20020418-00063, as amended, SAT-AMD-20020731-00146.) The modification requested authority to relocate the
satellite from 24.5° W.L. to 178° E.L. The July 31st amendment sought authorization to relocate the satellite to 20.0° W.L. rather
than 178° E.L. In this Amendment, Intelsat requests authority to operate its INTELSAT 603 satellite at 19.95° W.L.

SAT-STA-20020815-00153 P XM Radio Inc.
Special Temporary Authority

XM Radio Inc. (XM Radio), a licensee in the satellite digital audio radio service (SDARS), has filed a request for special temporary
authority to operate two additional terrestrial repeaters - one in Little Rock, Arkansas, and the other in Tulsa, Oklahoma. XM Radio
was previously authorized to operate terrestrial repeaters under a grant of special temporary authority (see File No.
SAT-STA-20010712-00063), but this authority did not include authority to operate repeaters in Little Rock or Tulsa. XM Radio
states that it has identified areas in Little Rock and Tulsa where it needs to supplement its satellite service with terrestrial repeaters in
order to provide adequate service. XM Radio proposes to operate the repeater in Tulsa with an Equivalent Isotropically Radiate Power
(EIRP) of greater than 2 kW. XM Radio represents that it has already contacted representatives of licensees in the Wireless
Communications Service (WCS) that are licensed to operate in Little Rock and Tulsa in order to notify them of the proposed
additional repeaters.

PLEASE NOTE: COMMENTS on this request may be filed on or before September 18, 2002. REPLIES may be filed on or before
September 24, 2002.
