                                         Satellite Space Applications Accepted for Filing
The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Petitions, oppositions and other pleadings filed in response to
this notice should conform to Section 25.154 of the Commission's rules, unless otherwise noted. 47 C.F.R. § 25.154.

SAT-STA-20020711-00099              E                PanAmSat Licensee Corp.
Special Temporary Authority


PanAmSat Licensee Corp. has filed a request for Special Temporary Authority for up to 180 days, commencing on August 15, 2002,
to: (1) relocate PAS-9 from 58.1° W.L. to 26.1° E.L.; and (2) operate the C-band payload and TT&C frequencies on the spacecraft at
26.1° E.L. PanAmSat is operating PAS-9 as an in-orbit spare at 58.1° W.L. pursuant to an STA. PanAmSat will not operate the
communications payload on PAS-9 during its relocation; only the TT&C payload will be in use at that time. At 26.1° E.L., PAS-9 will
provide back-up and supplemental capacity for Arabsat 2A.

SES Americom's July 15, 2002 request to change the ex parte status of this Petition for Declaratory Ruling to a "permit-but
disclose" proceeding, was granted by "grant stamp," by the Chief Policy Branch, Satellite Division on July 19, 2002. Accordingly,
this proceeding is now a "permit-but-disclose" proceeding under the Commission's ex parte rules.
