The Commission reserves the right to return any of the applications if, upon further examination, it is determined the application is not in conformance with the Commission's rules or its policies. Petitions, oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless otherwise noted. 47 C.F.R. § 25.154. SAT-MOD-20011130-00118 S2357 LORAL CYBERSTAR, INC. Modification Loral CyberStar, Inc. has filed an application for modification of its authorization to launch and operate the TELSTAR 11R satellite. The TELSTAR 11R satellite will replace the Orion 1 (TELSTAR 11) satellite at 37.5° W.L. Specifically, Loral requests authority to add 250 MHz of uplink and downlink spectrum in the extended Ku-band. Loral intends to operate in the 13.75-14.00 GHz range for uplinks in Europe and North America, and in the 10.95-11.20 GHz range for downlinks in Europe and South America.
