                  NON STREAMLINED INTERNATIONAL APPLICATIONS ACCEPTED FOR FILING
   Section 214 Applications (47 C.F.R. § 63.18); Cable Landing License Applications (47 C.F.R. § 1.767); Authorize
                   Switched Services over Private Lines (47 C.F.R. § 63.16) and Section 310(b)(4)
Unless otherwise specified, the following procedures apply to the applications listed below:

The applications listed below have been found, upon initial review, to be acceptable for filing. These applications are not
subject to the streamlined processing procedures set forth in Section 63.12 of the Commission’s rules, 47 C.F.R. § 63.12.
These applications shall not be deemed granted until the Commission affirmatively acts upon the application, either by
public notice or by written order. Operation for which authorization is sought may not commence except in accordance
with any terms or conditions imposed by the Commission.

Unless otherwise specified, interested parties may file comments with respect to these applications within 28 days of the
date of this public notice. We request that such comments refer to the application file number shown below. Ex parte
communications between outside parties and Commission staff concerning these applications are permitted subject to the
Commission’s rules for “permit-but-disclose proceedings.” See 47 C.F.R. § 1.1206.

Copies of all applications listed here are available for public inspection in the FCC Office of Public Affairs Reference and
Information Center, located in room CY-A257 at the Portals 2 building, 445 12th Street SW, Washington DC 20554. The

Application for authority to provide service in accordance with the provisions of Section 63.16(d) of the rules to provide switched
services via international private lines interconnected with the public switched network at one or both ends (ISR) between the United
States and Barbados. Interested parties may file comments by January 2, 2002 and reply comments by January 9, 2002. For further

Application for authority to resell the international switched services of unaffiliated U.S. carriers, pursuant to Section 63.18(e)(2) of
the Commission's rules. This application is submitted in connection with a Petition of Palau National Communications Corporation
(PNCC) for declaratory ruling that PNCC is subject to FCC jurisdiction and therefore is eligible to participate in the federal universal
service support programs and the National Exchange Carrier Association. The PNCC also petitioned for related waivers and the
instant international section 214 authority. The international Section 214 application is submitted contingent upon grant of the
authority requested in the Petition, which was placed on Public Notice issued December 6, 2001, CC Docket No. 96-45, DA 01-2838.

Comments on the international section 214 application should be filed under separate cover referencing File No. ITC-214-
20011116-00608. Comments are due January 7, 2002 and replies are due January 22, 2002. Commenters should limit their comments
in this proceeding to issues specific to the request of PNCC to provide international service. Issues related to the petition for
declaratory ruling and related waivers will be addresssed in the context of that petition in CC Docket No. 96-45.

Concert Global Networks USA L.L.C. ("CGN USA"), Concert Global Networks USA L.L.C. as Temporary Trustee ("Trustee"), and BT
North America ("BTNA") request consent for pro forma transfer of control of CGN USA, as a holder of section 214 authority for the
ownership and operation of common carrier cable systems, and modification of the section 214 authority governing the ownership and
operation of the common carrier submarine cable systems in which CGN USA now has ownership interests to recognize the transfer of
such ownership interests first to Trustee and then subsequently in part back to CGN USA and in remaining part to BTNA. This
application is filed, along with four previously filed applications, in connection with the proposed unwinding of the global joint venture
between AT&T and BT to provide international services. See Public Notice, British Telecommunications plc, BT Group plc, and
AT&T Corp. Seek Authority to Transfer Control of Concert Global Networks USA L.L.C. and of Violet License Co. L.L.C., IB Docket
No. 01-330, DA 01-2820 (Dec. 6, 2001). This application is incorporated into IB Docket No. 01-330. Comments and reply
comments in IB Docket No. 01-330 are due January 3 and January 17, respectively.

by federal and/or state courts under authority granted in 21 U.S.C. § 862. See 47 C.F.R. §§ 1.2001–.2003.
