Waiver


SpaceData International LLC has filed a request for waiver of a condition of its license (File No. SAT-A/O-20001117-00160, Order
and Authorization, DA 01-288 (Int'l Bur. 2001). SpaceData is authorized to operate the Tracking and Data Relay Satellite System
(TDRSS) of the National Aeronautics and Space Administration on a time share basis. The authorization contained a number of
conditions placed upon the operations. In particular, operation of earth stations located on the seismic exploration vessels were
limited to vessels located at least 100 km from any coastline. SpaceData requests a waiver of this condition for a limited geographic
area and a limited period of time.

The earth station is located on a vessel conducting seismic exploration in the Gulf of Mexico through the end of 2001. The vessel will
be no closer than 52 miles to the shore. SpaceData requests authority to operate this earth station as set forth in the request through
December 31, 2001. Coordination with National Telecommunications and Information Administration (NTIA) is required.

COMMENTS may be filed on or before SEPTEMBER 21, 2001. REPLIES may be filed or before SEPTEMBER 28, 2001.
