Petition for Declaratory Ruling


On August 1, 2001, Binariang Satellite Systems SDN BHD filed a Petition for Declaratory Ruling to include its MEASAT-2
communications satellite on the "Permitted Space Station List" created by the Commission in the DISCO II First Reconsideration
Order. [See Amendment of the Commission's Regulatory Policies to Allow Non-U.S. Licensed Space Stations to Provide Domestic
and International Satellite Service in the United States, Order, IB Docket No. 96-111, FCC 99-325 (released Oct. 29, 1999) (DISCO II
First Reconsideration Order).]

Commenters must file an original and four copies of all comments and reply comments. All filings must be sent to the Commission's
Secretary, Magalie Roman Salas, Office of the Secretary, Federal Communications Commission, 445 - 12th Street, S.W., TW-A325,
Washington, D.C. 20554. In addition, one copy of each pleading must be filed with the Commission's duplicating contractor, Qualex
International, Portals II, 445 12th Street, SW, Room CY-B402, Washington, DC, 20554, and one copy with Steven Spaeth, Satellite
and Radiocommunication Division, International Bureau, Room 6-B434, 445 - 12th Street, S.W., Washington, D.C. 20554.

   On March 21, 2001, Star One, S.A. filed a letter notifying the Commission that it is modifying the geographic coverage of its
   Brasilsat A2 satellite from the pattern indicated in File No. SAT-PDR-20000111-00047, Appendix A, Figures 1 and 2. Public
   comment was invited on this letter (see Public Notice, Report No. SAT-00076)). No comments were received.

   Therefore, Star One's Brasilsat A2 satellite is included on the Permitted Space Station List as modified by this letter.
