Ord. No. 10530 reprinted as amended in 3 U.S.C. § 301, and section 1.767 of the Commission's rules, 47 C.F.R. § 1.767, the following applications ARE GRANTED. These grants of authority are taken under section 0.261 of the Commission's rules, 47 C.F.R. § 0.261. Petitions for reconsideration under section 1.106 or applications for review under section 1.115 of the Commission's rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date of this public notice. These applications have been coordinated with the Department of State and other Executive Branch agencies pursuant to section 1.767(b) of the Commission's rules, 47 C.F.R. §1.767(b), and consistent with procedures established with the Department of State. This public notice serves as each cable landing licensee's Cable Landing License, or modification thereto, pursuant to the Cable Landing License Act and sections 1.767 and 1.768 of the Commission's rules. Cable landing licensees should review carefully the terms and conditions of their licenses. Failure to comply with these terms and conditions or relevant Commission rules and policies could result in fines or forfeitures. Page 1 of 2

SCL-ASG-20191004-00035 E Reliance Globalcom Limited, Debtor-in-Possession Assignment Date of Action: Current Licensee: Reliance Globalcom Limited FROM: Reliance Globalcom Limited TO: Reliance Globalcom Limited, Debtor-in-Possession Notification filed October 4, 2019, of the pro forma assignment of the cable landing license for the FLAG Atlantic-1 system, SCL-LIC-1990301-00005 and SCL-MOD-20040211-00006, from Reliance Globalcom Limited (RGL) to Reliance Globalcom Limited, Debtor-in-Possession (RGL DIP), effective September 15, 2019. RGL and certain of its affiliates, as well as its controlling parent, GCX Limited, filed for bankruptcy protection under chapter 11 in the U.S. Bankruptcy Court for the District of Delaware on September 15, 2019, and concurrently filed a Joint Pre-packaged Chapter 11 Plan of GCX Limited as Debtor and its Debtor Affiliates. During the pendency of the bankruptcy proceeding, Michael Katzenstein, RGL DIP's Chief Restructuring Officer, will oversee management and operations of RGL and the FLAG Atlantic-1 cable system. Reliance Communications Limited (RCOM), which holds a 100% indirect interest in GCX Limited and RGL, is engaged in parallel insolvency proceedings in India pursuant to India's Insolvency and Bankruptcy Code, 2016 before the Honorable National Company Law Tribunal, Mumbai Bench, Mumbai. Although RCOM still holds a 100% interest in GCX Limited and RGL, as a result of the bankruptcy proceeding the aggregate public shareholdings in RCOM increased from 44.13% to 79.20%, thereby diluting the aggregate voting-and economic interests of Mr. Anil Ambani from 55.68% to 20.51%.
