International Bureau Sets Deadlines Concerning Motient/TMI Assignment and Transfer of Control Applications, and
                Motient's Request for Second Generation Satellite/Terrestrial Base Station System;
                             Deadline Extended for TMI's Applications to Assign Earth Stations

Motient Services, Inc. (Motient) and Mobile Satellite Ventures Subsidiary, LLC (MSV Sub) have filed a application for Assignment of
License to assign the earth and space station authorizations and Section 214 authorizations held by Motient to MSV Sub, LLC. In
addition, Motient has filed applications for modification of space and earth station authorizations held by Motient to permit MSV Sub
to operate using certain Canadian-licensed facilities.

On January 31, 2001, applications filed by TMI Communications and Company, Limited Partnership were placed on Public Notice.
(See File Nos. SES-ASG-20010116-00099; SES-MOD-20010116-00097; SES-MOD-20010116-00098; Report No. SES-00357 (January
31, 2001)). Pursuant to Section 25.154 of the Commission's rules, the deadline for filing pleadings concerning TMI's application was
March 2, 2001. On March 2, 2001, we suspended the deadline for filing pleadings concerning TMI's applications so that a common
deadline for all pleadings concerning the above-referenced applications could be established. (See Comment Deadline Suspended
Concerning TMI Communications and Company, Limited Partnership, Report No. SPB-163, March 2, 2001). By this public notice, we
are extending the comment dates for the TMI applications to coincide with the pleading cycle established in this Public Notice.

Motient concurrently filed an amendment (File No. SAT-AMD-20010302-00019) to its application for a next-generation system.
(File Nos. SAT-LOA-19980702-00066; SAT-AMD-20001214-00171) The amendment includes a request to deploy terrestrial base
stations in the 1626.5-1660.5/1525-1559 MHz bands, to be used with user terminals in high-traffic areas and where the satellite signal
is blocked. Motient seeks a waiver of any Commission rules that prevent use of these bands for this purpose. We are not accepting the
amendment for filing insofar as it seeks authority for terrestrial base stations, but are instead seeking comment on Motient's request.
Thus, with respect to the terrestrial base station portion of Motient's application, petitioners to deny need not file by the deadlines
established by this public notice. With this exception, we are accepting for filing Motient's request for a second generation satellite
system to provide replacement capacity for its currently authorized satellites.

Ccomments and/or petitions to deny, as appropriate for the issues described above, must be filed on or before April 18, 2001. Replies
or oppositions may be filed on or before April 30, 2001. Responses may be filed on or before May 7, 2001. All pleadings filed in this
proceeding should reference, at a minimum, the lead File Number SAT-ASG-20010302-00017.

We will coordinate action on Motient's application for a second generation system with the National Telecommunications and
Information Administration since the proposed system would operate in spectrum shared with the Federal Government.
