The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted. 47 C.F.R. § 25.154.

Launch and Operating Authority


Kuiper Systems LLC requests authority to construct, deploy, and operate a non-geostationary satellite orbit system consisting of 3,236 satellites.
The satellites will be launched in five phases and operate in 98 orbital planes at altitudes of 590 km, 610 km, and 630 km. Kuiper seeks to
operate in the 17.7-18.6 GHz (space-to-Earth), 18.8-20.2 GHz (space-to-Earth), and 27.5-30 GHz (Earth-to-space) frequency bands. In
connection with its application, Kuiper seeks waivers of sections 25.106, 25.114(c)(4)(v), 25.146(b), 25.155(b), 25.156(d)(4), 25.157(c) of the
Commission's rules. Kuiper's application has been previously designated as "permit-but-disclose" for purposes of the Commission's rules
