The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless

Launch and Operating Authority


ViaSat, Inc. requests to launch and operate VIASAT-3 at 88.9° W.L. in the 19.7-20.2 GHz (space-to-Earth) and 29.5-30 GHz (Earth-to-space)
frequency bands under U.S. authority (as VIASAT-89US). VIASAT-3 was previously granted U.S. market access from 88.9° W.L. in these
bands, as well as 18.3-19.3 GHz (space-to-Earth) and 28.1-29.1 GHz (Earth-to-space) frequency bands. Under ViaSat's request, the operations of
VIASAT-3 at 88.9° W.L. in the 18.3-19.3 GHz and 28.1-29.1 GHz frequency bands, as well as telemetry, tracking and command operations,
would remain authorized under the authority of the United Kingdom.

Modification


ViaSat, Inc. seeks a modification to its grant of U.S. market access for VIASAT-3 at the 88.9° W.L. orbital location. Specifically, ViaSat seeks
to add the 17.7-18.3 GHz and 19.3-19.7 GHz, (space-to-Earth) and 27.5-28.1 GHz, and 29.1-29.5 GHz (Earth-to-space) frequency bands to its
grant of U.S. market access. ViaSat requests waivers of the U.S. Table and the Commission's Ka-band band plan for operations in the 17.7-17.8
GHz, 19.4-19.6 GHz and 29.1-29.25 GHz frequency bands, in which the Commission's rules or band plan do not provide for geostationary
fixed-satellite service operations. ViaSat also requests that the Commission extend the milestone for launch and operation of VIASAT-3 until
December 31, 2021. In the alternative, ViaSat seeks a waiver of the launch and operation milestone for VIASAT-3.

Intelsat License LLC requests special temporary authority, for a period of 180 days, to continue to operate the Intelsat 16 Ku-band beam over a

a customer test.

Special Temporary Authority


EchoStar Satellite Operating Corporation requests special temporary authority for a period of 180 days to continue to operate the EchoStar 16
satellite to provide Direct Broadcast Satellite service over channels 1 and 2 at the 61.5° W.L. orbital location. EchoStar states that it will continue
