Nature of Service:       Direct to Home Fixed Satellite, Fixed Satellite Service


On March 21, 2019, Hispamar Satéllites, S.A. notified the Commission of a change of ownership
of two satellites on the Commission's Permitted Space Station list, Amazonas-2 (S2793) and Amazonas-3 (S2886), both licensed by Brazil.
Hispamar is owned by three entities: Hispasat S.A. (Hispasat) (12.44%), Hispasat Brasil, Ltda, a wholly owned subsidiary of Hispasat (68.52%),
and Telemar Norte Leste, S.A. (19.04%). As described in the filing, Albertis Telecom Satélites, S.A.U. reached an agreement to sell its 89.68%
interest in Hispasat to Red Eléctrica Corporación, S.A., which acquired the interest through its subsidiary Red Eléctrica Sistemas de
Telecommunicaciones. On April 5, 2019, pursuant to Section 25.137(g) of the Commission's rules, the Satellite Division sought comment on
whether the transaction affects any of the considerations made when the Amazonas-2 and Amazonas-3 satellites were granted market access. See
Public Notice, Report No. SAT-01380. No comments were filed. The Satellite Division has determined that the transfer of control of Hispasat
does not affect any of the considerations made when the satellites were granted U.S. market access.

On March 21, 2019, Hispasat, S.A. notified the Commission of a change of ownership of two space stations on the Commission's Permitted
Space Station list, Hispasat 30W-6 (S2969) and Hispasat 30W-4 (S2746), both licensed by Spain. As described in the filing, Albertis Telecom
Satélites, S.A.U. reached an agreement to sell its 89.68% interest in Hispasat to Red Eléctrica Corporación, S.A., which will acquire the interest
through its subsidiary Red Eléctrica Sistemas de Telecommunicaciones. On April 5, 2019, pursuant to Section 25.137(g) of the Commission's
rules, the Satellite Division sought comment on whether the transaction affects any of the considerations made when the Hispasat 30W-6 and
Hispasat 30W-4 satellites were granted market access. See Public Notice, Report No. SAT-01380. No comments were filed. The Satellite
Division has determined that the transfer of control of Hispasat does not affect any of the considerations made when the satellites were granted
U.S. market access.

Special Temporary Authority

On May 22, 2019, the Satellite Division granted, with conditions, special temporary authority to DG Consents Sub, Inc., for a period of 30 days,
to conduct telemetry, tracking and command and data downlink of Earth Exploration Satellite Service operations with the WorldView-4 space
station (formerly known as GeoEye-2) at an altitude between 450 kilometers and 550 kilometers.
