These applications are not subject to the streamlined processing procedures set forth in Section 63.12 of the Commission’s rules, 47 C.F.R. § 63.12. These applications shall not be deemed granted until the Commission affirmatively acts upon the application, either by public notice or by written order. Operation for which authorization is sought may not commence except in accordance with any terms or conditions imposed by the Commission. Unless otherwise specified, interested parties may file comments with respect to these applications within 28 days of the date of this public notice. We request that such comments refer to the application file number shown below. Ex parte communications between outside parties and Commission staff concerning these applications are permitted subject to the Commission’s rules for “permit-but-disclose proceedings.” See 47 C.F.R. § 1.1206. ITC-ASG-20000829-00514 DIGIPH PCS, INC. Assignment Other Companies: Eliska Wireless Ventures I, Inc. Current Licensee: DIGIPH PCS, INC. FROM: DIGIPH PCS, INC. TO: ELISKA WIRLESS VENTURES LICENSE SUBSIDIARY I, LLC Application for authority to assign the Section 214 authorization of DiGiPH PCS, Inc. to Eliska Wireless Ventures License Subsidiary I, LLC and Eliska Wireless Ventures I, Inc. (collectively, Eliska). Eliska will provide services on the U.S.-Finland route solely through the resale of unaffiliated U.S. facilities-based carriers' international switched services (either directly or indirectly through the resale of another U.S. resale carrier's international switched services). Eliska will file the quarterly traffic reports required by Section 43.61 (c) of the Commission's rules. Upon consumation, Eliska will be affiliated with Sonera Oy, a foreign carrier in Finland. Sonera Holding BV, a Netherland corporation, will have a 31.45% of total indirect interest in Eliska. Sonera Corporation, a Finland corporation, owns 100% of Sonera Holding BV. The Government of Finland owns 53.3% of Sonera Corporation. Pursuant to Section 63.12(c)(4) of the Commission's Rules, the above application is hereby reclassified as non-streamlined in order to consolidate action on this application with action on the pending application for consent to assign C Block Personal Communications Services license from DiGiPH PCS, Inc. to Eliska Wireless Ventures License.
