The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted. 47 C.F.R. § 25.154.

Petition for Declaratory Ruling


New Skies Satellites B.V. seeks U.S. market access for its NSS-6 space station at the 169.5° W.L. orbital location. Specifically, New Skies seeks
to add NSS-6 to the Permitted List for fixed-satellite service and telemetry, tracking and control in the 13.75-14.0 GHz (Earth-to-space),
10.95-11.2 GHz (space-to-Earth) and 11.45-11.7 GHz (space-to-Earth) bands. New Skies also requests authority to serve the U.S. using the
12.5-12.75 GHz band for space-to-Earth operations. New Skies proposes to conduct telemetry, tracking, and command using the following
center frequencies: 11.1995 GHz (space-to-Earth), 11.1980 GHz (space-to-Earth), 14.4960 GHz (Earth-to-space) and 14.4990 GHz
(Earth-to-space). New Skies also seeks waivers of Sections 2.106, 25.210(j), 25.114(d)(14)(ii), and 25.283(c).
