The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted. 47 C.F.R. § 25.154.

Petition for Declaratory Ruling


SES-17 S.a.r.l. requests that the SES-17 space station be added to the Commission's Permitted Space Station List at the 67.1º W.L. orbital
location to provide fixed-satellite service in the 18.3-18.8 GHz, 19.7-20.2 GHz, 28.35-28.6 GHz, and 29.25-30.0 GHz frequency bands. SES-17
S.a.r.l. also requests U.S. market access via SES-17 at 67.1 º W.L. in the 17.3-18.3 GHz, 18.8-19.7 GHz, 27.5-28.35 GHz, and 28.6-29.25 GHz
frequency bands. Telemetry, tracking, and command for SES-17 will be conducted using the following center frequencies: 11704.5 MHz and
12195.5 MHz frequency bands (space-to-Earth), and 14003.0 MHz, 14005.0 MHz, and 14497.0 MHz (Earth-to-space). SES S.a.r.l. also
requests market access to permit U.S. earth stations to receive a beacon from SES-17 centered at 19699.1 MHz.

Petition for Declaratory Ruling


On March 21, 2019, Hispamar Satéllites, S.A. filed a notification of a proposed change of ownership of two satellites on the Commission's
Permitted Space Station list, Amazonas-2 (S2793) and Amazonas-3 (S2886), both licensed by Brazil. Hispamar is owned by three entities:
Hispasat S.A. (12.44%), Hispasat Brasil, Ltda, a wholly owned subsidiary of Hispasat (68.52%), and Telemar Norte Leste, S.A. (19.04%). On
February 12, 2019, Abertis Telecom Satélites, S.A.U. reached an agreement to sell its 89.68% interest in Hispasat to Red Eléctrica Corporación,
S.A., which will acquire the interest through its subsidiary Red Eléctrica Sistemas de Telecommunicaciones. Pursuant to Section 25.137(g) of
the Commission's rules, the Satellite Division seeks comment on whether this transaction affects any of the considerations made when the space
stations were added to the Permitted List and granted U.S. market entry.
