The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted. 47 C.F.R. § 25.154.

Launch and Operating Authority


HawkEye 360 (HE360) requests authority to construct, deploy, and operate a constellation of low-Earth orbit, non-geostationary satellites in the
Earth Exploration Satellite Service. Up to 220 satellites will be launched and operated over the 15-year term of the requested license, with no
more than 80 satellites operational at a given time. HE360 requests authority to use the following frequencies bands: 2025-2110 MHz
(Earth-to-space) and 8025-8400 MHz (space-to-Earth) for primary data and telemetry, tracking and command (TT&C); and 2200-2290 MHz
(Space-to-Earth) for backup TT&C. HE360 also requests authority for reception only in the following services and frequencies: ADS-B
(1087.7-1092.3 MHz); AIS 1 (161.9625-161.9875 MHz); and AIS 2 (162.0125-162.0375 MHz); AIS 3 (156.7625-156.7875 MHz); and AIS 4
(156.8125-156.8375 MHz); DSC (156.5125-156.5375 MHz); and EPIRB (406.0-406.1). HE360 requests waiver of sections 25.156 and 25.157
of the Commission's rules. HE360 requests that this application be processed pursuant to the first-come, first-served procedure adopted for
"GSO-like satellite systems" under section 25.158 of the Commission's rules. HE360 also requests waiver of the default service rules under
section 25.217(b). HE360 also requests waiver, to the extent necessary, of the following footnotes to the Commission's Table of Frequency
Allocation: 47 C.F.R. § 2.106: 5.111, 5.266, 5.392, US52, US258, US266, US303, and US347.

Modification


Hughes Network Systems, LLC seeks to modify the authorization for its EchoStar XXIV space station (also known as HNS 95W or Jupiter 3) at
the 95.2° W.L. orbital location. Specifically, Hughes seeks to access the 28.6-29.1 GHz frequency band (Earth-to-space) for fixed-satellite
service feeder uplinks. Hughes also seeks to access the 18.8-19.3 GHz frequency band (space-to-Earth) for downlinks to user terminals in the
United States and, thus, to remove the restriction limiting use of the 18.8-19.3 GHz frequency band to operations outside the United States and
its possessions. Hughes proposes to conduct telemetry, tracking, and command using the following frequencies: 20.197 GHz (space-to-Earth),
20.199 GHz (space-to-Earth) and 29.992 - 29.996 GHz (Earth-to-space). Hughes also provides an updated orbital debris mitigation plan that
replaces the prior debris mitigation plan.

Special Temporary Authority


Intelsat License LLC requests special temporary authority, for a period of 180 days, to continue to operate a C/Ku-band satellite, the JCSAT-RA
space station, at the 168.9º E.L. orbital location to provide fixed-satellite service in the 3940-4200 MHz (space-to-Earth), 6225-6485 MHz
(Earth-to-space), 12.2-12.75 GHz (space-to-Earth), and 13.75-14.5 GHz (Earth-to-space) frequency bands. Intelsat also seeks authority to
continue to conduct telemetry, tracking and command operations necessary to maintain JCSAT-RA at the 168.9° E.L. orbital location using the
center frequencies of 13.9935 GHz and 14.496 GHz (Earth-to-space); and 4199.55 MHz, 12.2485 GHz, 12.7472 GHz, 12.74835 GHz and
12.74975 GHz (space-to-Earth). Intelsat also requests that the prior waivers of Section 2.106 regarding operations of JCSAT-RA in the
12.2-12.7 GHz and 12.7-12.75 bands at 169.0° E.L. be extended to operations of JCSAT-RA at 168.9° E.L.
