Nature of Service:       Fixed Satellite Service, Mobile Satellite Service


On February 13, 2019, the Satellite Division granted, with conditions, the request of Ligado Networks Subsidiary LLC for a two-year extension
of the license term for the MSAT-2 space station, through December 31, 2020. MSAT-2 provides mobile satellite service using the following
frequency bands: 1530-1544 MHz, 1545-1559 MHz (space-to-Earth), 1631.5-1645.5 MHz and 1646.5-1660.5 MHz (Earth-to-space),
10.75-10.95 GHz (space-to-Earth), and 13.0-13.15 GHz, 13.20-13.25 GHz (Earth-to-space). Ligado was also authorized to conduct telemetry,
tracking and command using the following center frequencies: 11.7005 GHz, 11.701 GHz (space-to-Earth); 14.0005 GHz and 14.4995 GHz
(Earth-to-space); and beacon frequencies of 10.7535 GHz (primary) and 10.751 GHz (backup).

Nature of Service:       Fixed Satellite Service


On February 14, 2019, the Satellite Division granted, with conditions, the request of Eutelsat S.A. to modify the grant of U.S. market access for
the EUTELSAT 133WA space station at 132.85° W.L. orbital location by: (1) repointing the fixed beam to cover Hawaii and western CONUS,
instead of CONUS and Alaska; (2) providing flexibility in pointing Steerable 1 beam throughout potential coverage area, including the CONUS
and Caribbean region; (3) providing fixed-satellite service in the 11.2-11.45 GHz (space-to-Earth) and 13.0-13.25 GHz (Earth-to-space)
frequency bands; and (4) providing fixed-satellite service in the 14.0-14.25 GHz (Earth-to-space) and 12.5-12.75 GHz (space-to-Earth)
frequency bands with its Steerable 2 beam and flexibility to adjust pointing of beam in future within satellite's coverage area.

Special Temporary Authority

On February 12, 2019, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 180
days, to operate the Intelsat 16 Ku-band beam over a new coverage area in the communications frequencies of 11.7-12.2 GHz (space-to-Earth)
and 14.0-14.5 GHz (Earth-to-space) in order to conduct a customer test.

Special Temporary Authority
Grant of Authority                                                                                                 Effective Date:     02/13/2019



Nature of Service:       Direct Broadcast Satellite Service


On February 13, 2019, the Satellite Division granted special temporary authority, for a period of 180 days, to EchoStar Satellite Operating
Corporation to provide direct broadcast satellite service from its EchoStar 15 space station. The EchoStar 15 space station is located at 61.65°
W.L., where it was previously authorized to operate as an in-orbit spare. EchoStar 15 will provide DBS service on all 32 DBS channels using the
12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands.
