The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Petitions, oppositions and other pleadings filed in response to

Launch and Operating Authority



WCS Radio, Inc. has filed an application to construct, launch and operate two new communications satellites at 82.5 degrees W.L. and
118 degrees W.L. in the Digital Audio Radio Service (DARS). WCS Radio Inc. was formed by certain licensees in the Wireless
Communications Service, each of which was licensed pursuant to an auction conducted in April 1997. WCS Radio proposes to use all
25 MHz of the available WCS spectrum at 2310-2320 MHz and 2345-2360 MHz bands for digital sound and data transmission signals.
WCS Radio indicates it will coordinate use of the frequencies with terrestrial WCS services. Feeder links and on-orbit telecommand
functions are proposed in the 7025-7075 MHz band. WCS Radio states it will accept a license conditioned upon coordination
agreements and upon Commission approval of the assignment of WCS licenses from participating WCS licensees to WCS Radio. The
Commission notes that WCS Radio will be subject to all applicable FCC Rules regarding coordination and interference protection,
including both domestic and international operations. In addition, CD Radio Inc. filed a letter on December 11, 1998 expressing
concerns about the completeness of WCS Radio's application. Specifically, CD Radio states that WCS Radio did not submit a filing fee
or an associated Form 159 and that the application does not reveal the ownership of the applicant. Comment is sought on these issues.

Modification


Loral SpaceCom Corporation has filed a modification application requesting an extension of the milestone dates for the Telstar 9
satellite (formerly named Telstar 6). Loral SpaceCom's authorization established the following milestone dates: construction
completed by December 30, 1998 and satellite to be launched by January 30, 1999. Loral SpaceCom is seeking an extension until
December 1, 2000 for completion of construction and February 1, 2001 for launch of the satellite.

Modification


Loral SpaceCom Corporation has filed an application for modification its Telstar 9 satellite (formerly designated Telstar 6). Loral
SpaceCom seeks to (1) enlarge the service area to provide full coverage of Canada and Mexico as well as coverage throughout South
America; (2) add extended Ku-band transponders; (3) increase C-band transponder power to 16.3 dBW by using 60 watt travelling
wave tube amplifiers; and (4) modify the Ku-band transponder configurations to deliver twenty-four 36 MHz transponders in lieu of
the twenty-four 27 MHz transponders and four 54 MHz transponders previously authorized and increase the power of the transponders
to 20 dBW.
