Launch and Operating Authority

Nature of Service:       Earth Exploration Satellite Service


On October 3, 2018, the Satellite Division granted, with conditions, authority to BlackSky Global LLC to construct, deploy and operate a
non-geostationary orbit Earth Exploration Satellite Service constellation, which includes Global-1, a satellite currently authorized under an
experimental license as part of the constellation, and three additional satellites. BlackSky was authorized to operate these satellites at orbital
altitudes ranging from 460 km to 585 km and with inclinations ranging from 45 degrees to polar sun-synchronous (nominal 98 degrees).
BlackSky was granted authority to operate in the 2025-2100 MHz (Earth-to-space) and 8025-8400 MHz (space-to-Earth) frequency bands, as
well as the 401.5 MHz or 401.375 MHz (space-to-Earth) center frequencies and 449.75-450.25 MHz (Earth-to-space) frequency band to provide
telemetry, tracking and command, and for emergency backup purposes. BlackSky was additionally granted authority to receive GPS signals in
the 1575.42 MHz frequency band.

Replacement Satellite Application (no new frequency)

Nature of Service:       Satellite Digital Audio Radio Service


On October 3, 2018, the Satellite Division granted, with conditions, the application of Sirius XM Radio Inc. for authority to construct, deploy,
test, and operate a new replacement Satellite Digital Audio Radio Service (SDARS) space station, to be known as SXM-7, at the 85.15° W.L.
orbital location, to provide SDARS using the 2320-2345 MHz and 7025-7075 MHz (Earth-to-space) frequency bands. Sirius XM Radio was
also authorized to perform in-orbit testing (IOT) of SXM-7 at 120° W.L. +/- 0.1 degrees and to perform telemetry, tracking and command in
order to position SXM-7 at 120° W.L. during IOT and during the drift of SXM-7 from 120° W.L. to 85.15° W.L. using the 4196-4198.5 MHz
(Space-to-Earth) and 6422-6425 MHz (Earth-to-Space) frequency bands. Sirius XM Radio was also authorized to reposition and operate SXM-7
at either of the 85.15° W.L. or 115.25° W.L. orbital locations as needed to meet SDARS service requirements.

Special Temporary Authority

On October 4, 2018, the Satellite Division granted the request of Ligado Networks Subsidiary LLC for special temporary authority for a period of
60 days to conduct telemetry, tracking, and command operations in connection with maintaining the MSAT-2 space station at the 106.5° W.L.
orbital location using the 11.7005 GHz and 11.701 (space-to-Earth), 14.0005 GHz and 14.4995 GHz (Earth-to-space) frequencies for TT&C, and
beacon frequencies at 10.7535 GHz and 10.751 GHz.

Special Temporary Authority
Grant of Authority                                                                                                  Effective Date:     10/04/2018



On October 4, 2018, the Satellite DIvision granted, with conditions, special temporary authority for a period of 30 days to DIRECTV Enterprises,
LLC to continue to conduct telemetry, tracking and command operations necessary to drift DIRECTV T15 from the 102.75° W.L. orbital
location to the 100.85° W.L. orbital location and to maintain it at that position and to provide direct broadcast satellite service while at 100.85°
W.L. in the 12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands.
