SAT-STA-20000711-00112               S2380          PANAMSAT LICENSEE CORP.
Special Temporary Authority


PanAmSat Licensee Corporation has filed an application to conduct in-orbit testing of its PAS-23 satellite at 61.5 degrees W.L. for
period of up to 180 days. The PAS-23 satellite will be placed into its assigned orbital location of 58 degrees W.L. following successful
in-orbit testing of the satellite.

Special Temporary Authority


PanAmSat Corporation has filed a request for Special Temporary Authority to relocate its Galaxy VII satellite to 125 degrees W.L.
Currently, PanAmSat operates a C-band satellite, Galaxy V, at the 125 degrees W.L. orbital location. The Galaxy VII satellite would be
used to provide Ku-band and TT&C services at that location, in addition to the C-band services offered over Galaxy V.

TO:      SHAREHOLDERS OF XM SATELLITE RADIO HOLDINGS, INC.


XM Radio Inc. has filed an application for consent to Transfer of Control of XM Radio Inc., a Satellite Digital Audio Radio Service
licensee, from Motient Corporation to the Shareholders of XM Satellite Radio Holdings, Inc., none of whom will have a controlling
interest.
