FCN-NEW-20000623-00038 STARTEC GLOBAL OPERATING COMPANY("STARTEC") Notification Pursuant to Section 63.11 of the Commission's Rules applicant notifies the Commission of its foreign carrier affliations with Canada and Hong Kong. Interested parties may file comments with respect to this notification within 14 days of the date of this public notice (see Section 1.4(b)(4)).
