COMSAT Corporation has filed an application to provide domestic land mobile and aeronautical mobile satellite services in the United
States, to include all fifty states, Puerto Rico and the U.S. Virgin Islands, using Inmarsat-B, -C, -M, mini-M, M4 and aeronautical
terminals. COMSAT states it will provide these services using Inmarsat-2 and -3 satellites in the Atlantic and Pacific Ocean Regions
through its land earth station facilities at Southbury, CT and Santa Paula, CA.

Modification


Loral SpaceCom Corporation has filed a modification application requesting an extension of the milestone dates for the Telstar 9
satellite (formerly named Telstar 6). Loral SpaceCom's authorization established the following milestone dates: construction
completed by December 30, 1998 and satellite to be launched by January 30, 1999. Loral SpaceCom filed for a technical modification
and an extension of milestones in November 1998. See File Nos. SAT-MOD-19981116-00087 and SAT-MOD-19981116-00088. In
its November 1998 extension request, Loral SpaceCom requested that the milestones be extended until December 1, 2000 for
completion of construction and February 1, 2001 for launch of the satellite.

In this application, Loral SpaceCom requests an extension until December 1, 2002 for completion of construction and February 1,
2003 for launch of the satellite.

Special Temporary Authority

EchoStar DBS Corporation has filed a request for Special Temporary Authority to test its Echostar 6 Direct Broadcast Service satellite
at 148 degrees W.L. upon launch in July 2000. EchoStar seeks authority to test all 32 channels for a period of eight weeks. EchoStar
is currently authorized to operate 24 channels at 148 degrees W.L. (1-17 odd and even channels, and 19-31 odd channels) and no other
entity is authorized to operate the remaining eight channels. EchoStar is authorized to operate the Echostar 6 satellite at 110 degrees
W.L. and has a modification application pending which requests authority to operate Echostar 6 at 119 degrees W.L. (See File No.
SAT-MOD-20000607-00099.) Before the satellite is moved to its assigned location, EchoStar needs to test it over all channels to
ascertain its health.

COMMENTS may be filed on or June 30, 2000. REPLIES may be filed on or before July 7, 2000.
