Launch and Operating Authority


AstroVision International, Inc. has filed an application to launch and operate a geostationary commercial land remote sensing satellite
system. The system will consist of two satellites, AVStar*1 and AVStar*2, to be located at 60 degrees and 90 degrees, respectively.
AstroVision proposes to operate the downlink in the 8 GHz band and the uplink in the 2.025 GHz band. AstroVision states that has
obtained the requisite authority to operate a commercial remote-sensing space ssystem from the Department of Commerce's National
Oceanic and Atmospheric Administration as required by the Land Remote Sensing Act. Operations are proposed on a non-common
carrier basis.

SAT-MOD-20000523-00095               S2129         EARTHWATCH, INCORPORATED
Modification
EarthWatch, Incorporated has filed an application for modification of its authorization to construct, launch and operate two Earth
Exploration Satellite Service satellites, Quickbird-1 and Quickbird-2. EarthWatch is requesting authority to modify the construction
completion and and launch milestones of Quickbird 1 to November 2000 and April 2001 and of Quickbird-2 to May 2001 and
December 2001, respectively.

Comments may be filed on or before JUNE 12, 2000. Replies may be filed on or before JUNE 19, 2000.
