Special Temporary Authority


Loral SpaceCom Corporation d/b/a Loral Skynet has filed an Request for Special Temporary Authority to use the Mexico-licensed
Morelos II satellite to continue to provide U.S. domestic service to Alaska. Loral Skynet was authorized to use the Morelos II
satellite in File No. SAT-STA-19981210-00097, subject to certain terms and condition, and is requesting authority to operate via the
Morelos II satellite under the same terms and conditions.

Pursuant to a U.S.-Mexico-Canada trilateral working arrangement, Canada is assigned the 118.7 degree orbital location and Mexico is
assigned the 116.8 degree orbital location. The agreement between Canada and Mexico permitting the Morelos II satellite to be
operated at 120 degrees W.L. expired on March 1, 2000. Telesat Canda intends to launch and test the Anik F1 satellite into the 118.7
degree location in August 2000. An new agreement has been reached between SatMex, operator of the Morelos satellite, and Industry
Canada, to permit SatMex to operate the Morelos II satellite at 120 degrees W.L. until July 31, 2000.
