pursuant to Section 25.104 of the Commission's Rules.




SAT-LOA-20000407-00080               S2415          COLUMBIA COMMUNICATIONS CORPORATION
Launch and Operating Authority
Columbia Communications Corporation has filed an application to launch and operate a C-band satellite, the Columbia 515R, as a
replacement for its Columbia 515 satellite operating in the Fixed-Satellite Service at 37.5 degrees W.L. The proposed satellite will
have 72 C-band transponders with 36 MHz usable bandwidth and eight extended C-band transponders with 33 MHz usable bandwidth.
Columbia plans to use conventional Fixed-Satellite Service frequency ranges of 5.925-6.425 GHz uplink and 3.7-4.2 GHz downlink as
well as the internationally allocated extended C-band frequencies of 5.850-5.925 GHz uplink and 3.6-3.7 GHz downlink outside of
North America. The proposed satellite will provide voice, data and video services to the Atlantic Ocean Region, including North and
South America, Europe and Africa, on a non-common carrier basis. In addition, Columbia requests a waiver of the requirement that it
demonstrate its current capability to finance the proposed 515R replacement satellite.

Launch and Operating Authority
lColumbia Communications Corporation has filed an application to launch and operate a C-band satellite, the Columbia T5R, as a
replacement for its licensed capacity on the TDRS-5 satellite operating in the Fixed-Satellite Service at 174.3 degrees W.L. The
proposed satellite will have 48 C-band transponders and 12 extended C-band transponders all with 36 MHz usable bandwidth. Columbia
plans to use conventional Fixed-Satellite Service frequency ranges of 5.925-6.425 GHz uplink and 3.7-4.2 GHz downlink as well as the
internationally allocated extended C-band frequencies of 6.425-6.725 GHz uplink and 3.4-3.7 GHz downlink outside of North America.
The proposed satellite will provide voice, data and video services to the Pacific Ocean Region, including North, Asia and Australia, on a
non-common carrier basis. In addition, Columbia requests a waiver of the requirement that it demonstrate its current capability to
finance the proposed T5R replacement satellite.

PanAmSat Licensee Corporation has filed a request for Special Temporary Authority to modify the operating parameters of its PAS-5
satellite to enable it to provide coverage of the Sydney 2000 Olympic Games. PanAmSat requests authority to operate over the
12.25-12.7 GHz band, allocated primarily to BSS in U.S. on a secondary, non-interference basis, to downlink transmissions associated
with the upcoming Olympics to an earth station in Napa, California, for the period from August 1 to October 15, 2000.
