The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted. 47 C.F.R. § 25.154.

Petition for Declaratory Ruling to be Added to the Permitted List


Eutelsat S.A. requests U.S. market access for EUTELSAT 133WA, an on-orbit space station licensed by France. Eutelsat seeks market access
for EUTELSAT 133WA at the 132.85° W.L. orbital location using the following frequency bands: 10.95-11.20 GHz, 11.45-11.7 GHz
(space-to-Earth); and 13.75-14.0 GHz and 14.0-14.5 GHz (Earth-to-space). Telemetry, tracking, and command will be conducted using the
following center frequencies: 11451.091 MHz and 11452.570 MHz (space-to-Earth); and 3750.6 MHz (Earth-to-space). Eutelsat seeks waivers
of sections 25.283(c), 25.158, 25.137(d)(4) and 25.210(j) of the Commission's rules. Eutelsat also seeks a waiver of section 25.158 of the
Commission's rules to allow consideration of Eutelsat's request for market access in frequency bands that are the subject of a previously-filed
application by Intelsat License LLC for authorization of a new space station at 133° W.L. See IBFS File Nos. SAT-LOA-20170524-00078 and
SAT-AMD-20170613-00086 (Call Sign S3015). Eutelsat seeks market access in these frequency bands beginning in 2018, prior to launch of the
Intelsat space station, which Eutelsat states is anticipated to commence operations sometime in 2022. Eutelsat states that it expects EUTELSAT
133WA to be decommissioned at approximately the same time as the launch of the Intelsat space station and would agree as a condition to
market access a requirement that EUTELSAT 133WA be decommissioned prior to the start of service by any co-frequency, co-coverage,
co-located Intelsat space station.
