Nature of Service:       Fixed Satellite Service


On February 28, 2018, the Satellite Division granted in part, with conditions, and deferred in part, O3b Limited's request for a modification of its
prior grant of access to the U.S. market. The Division granted O3b Limited's request to modify its grant of U.S. market access by adding four
space stations to its current constellation of 12 non-geostationary orbit space stations that were previously granted market access. See IBFS File
Nos. SAT-LOI-20141029-00118 and SAT-AMD-20150115-00004 (granted Jan. 22, 2015). The four satellites are licensed by the United
Kingdom and will operate in the same orbital plane, altitude, and frequency bands as the 12 satellites that were previously granted market access.
The four satellites will provide fixed satellite service to the U.S. market in the 17.8-18.6 GHz, 18.8-19.3 GHz (space-to-Earth) and 27.6-28.4
GHz, 28.6-29.1 GHz (Earth-to-space) frequency bands. Action was deferred on the remainder of the modification application, as amended in
IBFS File Nos. SAT-AMD-20161115-00116, SAT-AMD-20170301-00026, and SAT-AMD-20171109-00154.
