On December 5, 2017, the Satellite Division granted in part and deferred in part, with conditions, the request of Space Logistics, LLC for
authority to construct, deploy, and conduct telemetry, tracking and command functions with its Mission Extension Vehicle-1 (MEV-1). Space
Logistics was authorized to conduct TT&C operations in the 5925-6425 MHz and 13.75-14.5 GHz (Earth-to-space), and 3700-4200 MHz and
11.45-12.25 GHz (space-to Earth) frequency bands as MEV-1: (i) is deployed from the launch vehicle; engages in orbit-raising maneuvers and
conducts various post-launch system verification tests, and moves through the geosynchronous transfer orbit (GTO); (ii) raises its orbit to the
geostationary orbit "graveyard" orbit 300 km above the GSO orbital arc; and (iii) performs rendezvous, proximity operations, and docking with
the Intelsat-901 space station (Call Sign S2405) in the graveyard orbit. Space Logistics' request to relocate MEV-1 with Intelsat-901 to the orbital
location of another operational Intelsat satellite was deferred. Action on Space Logistics' request to relocate MEV-1 to a graveyard orbit at the
completion of Intelsat-901's mission and to undock MEV-1 after de-commissioning of Intelsat-901 was also deferred.

Nature of Service:       Fixed Satellite Service


On December 7, 2017, the Satellite Division granted in part, with conditions, and deferred in part the request of ES 172 LLC for autority to (1)
provide fixed-satellite service via EUTELSAT 172B at the 172° E.L. orbital location and (2) to conduct telemetry, tracking, and command
operations necessary to maintain EUTELSAT 172B at the 172° E.L. orbital location. EUTELSAT 172B will provide FSS using the 3700-4200
MHz (space-to-Earth), 10.95-11.20 GHz (space-to-Earth), 11.45-11.7 GHz (space-to-Earth), 12.2-12.75 GHz (space-to-Earth), and 5925-6425
MHz (Earth-to-space) and 14.0-14.5 GHz (Earth-to-space) frequency bands. TT&C will be conducted using the following center frequencies:
11200.6 MHz and 12250.1 MHz (space-to-Earth), and 14499.8 MHz (Earth-to-space). The Division deferred the request for authority to provide
FSS in the 12.7-12.75 GHz band in the space-to-Earth direction to earth stations inside the United States and its Territories and Possessions.

On December 6, 2017, the Satellite Division granted special temporary authority, for a period of 30 days, to SES Americom, Inc. to continue to
conduct telemetry, tracking and command operations in connection with maneuvering the AMC-9 satellite to a disposal orbit.

On December 6, 2017, the Satellite Division granted, with conditions, the request of ES 172 LLC for special temporary authority for a period of
60 days to operate EUTELSAT 172A from the 174.0° E.L. orbital location with a +/- 0.1 degree stationkeeping tolerance. EUTELSAT 172A
will operate in the 5925-6425 MHz and 14.0-14.5 GHz (Earth-to-space), and 3700-4200 MHz, 10.95-11.20 GHz, 11.45-11.7 GHz, and
12.2-12.75 GHz (space-to-Earth) frequency bands. Telemetry, tracking, and command will be conducted in the 3703.5 MHz and 4199.5 MHz
(space-to-Earth), and 5926.5 MHz (Earth-to-space) frequency bands.
