the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless

Amendment


O3b Limited seeks to further amend its pending applications (IBFS File Nos. SAT-MOD-20160624-00060, SAT-AMD-20161115-00116, and
SAT-AMD 20170301-00026) to modify the grant of U.S. market access for its non-geostationary fixed-satellite service system licensed by the
United Kingdom. Specifically, in this amendment O3b seeks to reduce the total number of satellites in its constellation from 60 to 42, with 10
satellites in inclined orbit, and 32 satellites in equatorial orbit. O3b currently has 12 operational satellites. All of O3b's satellites (1-42) will use
previously authorized frequency bands: 17.8-18.6 GHz, 18.8-19.3 GHz (space-to-Earth), and the 27.6-28.4 GHz and 28.6-29.1 GHz
(Earth-to-space). For satellites 17-42, O3b proposes the following additional frequency bands: 19.7-20.2 GHz (space-to-Earth) and 29.5-30.0
GHz (Earth-to-space); for satellites 21-42, O3b proposes to use the following additional frequency bands: 19.3-19.7 GHz, (space-to-Earth) and
27.5-27.6 GHz, 28.4-28.6 GHZ, and 29.1-29.5 GHz (Earth-to-space). O3b also seeks to add a mobile-satellite service (MSS) designation to its
proposed use of the 19.7-20.2 GHz and 29.5-30.0 GHz frequency bands, and to use the 19.3-19.7 GHz and 29.1-29.5 GHz frequency bands for
MSS feeder links. This amendment also makes minor corrections to its pending applications. O3b requests a waiver of section 25.116(c) to the
extent necessary. We are deferring a determination on the acceptability for filing for the portions of O3b's request seeking use of the 17.7-17.8
GHz band. See 47 CFR §2.106, US271.

Launch and Operating Authority


Intelsat License LLC requests authority to construct, deploy, and operate a new space station, to be known as Galaxy 15R, at the 133.0° W.L.
orbital location. Intelsat seeks authority to provide fixed-satellite service via Galaxy 15R at 133.0° W.L. using the 3700-4200 MHz
(space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.95-11.2 GHz (space-to-Earth), 11.45-11.7 GHz (space-to-Earth), 11.7-12.2 GHz
(space-to-Earth), and 13.75-14.5 GHz (Earth-to-space) frequency bands. Intelsat requests authority to conduct telemetry, tracking, and command
operations using the following center frequencies: 4197.75, 4198.25, 4198.75, and 4199.25 MHz (space-to-Earth); 5926.75 MHz and 6424.5
MHz (Earth-to-space). Intelsat seeks waiver of section 2.106, Footnote NG52 of the U.S. Table of Allocations, 47 CFR § 2.106, NG52, in
connection with this application.
