O3b Limited (O3b) filed a Petition to Defer in this proceeding, requesting that the Commission defer action on ViaSat's use of the 18.8-19.3 GHz and 28.6-29.1 GHz frequency bands until ViaSat provides additional evidence of its ability to avoid causing harmful interference to future NGSO operations in these frequency bands. See O3b Limited, Petition to Defer (filed June 2, 2017). Space Exploration Holdings, LLC (SpaceX) raised similar concerns with regard to the 28.6-29.1 GHz frequency band in comments filed in this proceeding. See Space Exploration Holdings, LLC, Comment (filed June 2, 2017). By requiring ViaSat to either reach an agreement with NGSO operators or to submit an updated technical compatibility analysis with regard to future NGSO systems as described in the conditions of grant, any concerns that O3b or SpaceX may have about ViaSat's ability to avoid causing interference to NGSO operators can be addressed as part of that process. Accordingly, we decline to require a more detailed compatibility analysis from ViaSat at this time and O3b's Petition is denied.
