The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted. 47 C.F.R. § 25.154.

 Launch and Operating Authority


 Space Exploration Holdings, LLC (SpaceX), requests authority to deploy and operate a non-geostationary orbit satellite system in the
 Fixed-Satellite Service using the 12.75-13.25 GHz (Earth-to-space) and 19.7-20.2 GHz (space-to-Earth) frequency bands to supplement
 SpaceX's pending application for an NGSO FSS system (IBFS File No. SAT-LOA-20161115-00118). SpaceX requests waiver of sections
 25.157(e), 25.164(b), and 25.145(c)/25.146(i) of the Commission's rules, and, to the extent necessary, restrictions on SpaceX's proposed use of
 the 19.7-20.2 GHz frequency band for NGSO operations in the U.S. and various limitations in the Commission's Schedule S, in connection with
 this application. We are deferring a determination concerning acceptability for filing for the 29.3-29.5 GHz band portion of SpaceX's request.
 See 5.535A of the ITU Radio Regulations.

 The above listed application is subject to the "permit-but-disclose" provisions of the Commission's rules governing ex parte communications. 47
 CFR § 1.1206, consistent with the treatment of other applications in Commission processing rounds.

 Replacement Satellite Application (no new frequency)


 ES 172 LLC, Inc., an indirect wholly owned subsidiary of Eutelsat S.A., requests authority to operate the C-band and Ku-band payloads of the
 EUTELSAT 172B satellite at the 172º E.L. orbital location to replace the U.S.-licensed satellite EUTELSAT 172A currently operating at that
 location. ES 172 LLC requests that it be allowed to operate EUTELSAT 172B at 172º E.L. in the 3700-4200 MHz (space-to-Earth) and
 5925-6425 MHz (Earth-to-space) bands, and the 10.95-11.20 GHz, 11.45-11.7 GHz and 12.2-12.75 GHz bands (space-to-Earth) and 14.0-14.5
 GHz (Earth-to-space) bands. Telemetry, tracking, and command will be conducted in the center frequencies of 11200.6 MHz and 12250.1 MHz
 (space-to-Earth) and 14499.8 MHz (Earth-to-space). ES 172 LLC requests a waiver of the U.S. Table of Frequency Allocations, 47 CFR § 2.106,
 to permit FSS downlink operations in the 12.2-12.75 GHz band on an unprotected, non-harmful interference basis as a non-conforming use. ES
 172 LLC also requests waivers of sections 25.210(j), 25.113(g), and 25.165(e)(2) of the Commission's rules in connection with its request.
