The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in

Modification
Columbia Communications Corporation has filed a request to extend the commencement of construction milestone for its new C-band
geostationary satellite to be located at 47 degrees W.L. (See File No. 3-SAT-P/LA-96; SAT-LOA-19961003-00160.) Columbia
requests that the milestone be extended until two weeks after Commission action on the pending application for consent to the transfer
of control of Columbia to GE American Communications, Inc. (See File No. SAT-T/C-20000203-00056, Public Notice, Report No.
SAT-00037 (February 16, 2000).)

Petition for Declaratory Ruling


On February 14, 2000, European Telecommunications Satellite Organization ("Eutelsat") filed a letter requesting the Commission to
add the three satellites listed below to the "Permitted Space Station" list created by the Commission in the DISCO II First
Reconsideration Order. [See Amendment of the Commission's Regulatory Policies to Allow Non-U.S. Licensed Space Stations to
Provide Domestic and International Satellite Service in the United States, Order, IB Docket No. 96-111, FCC 99-325 (released Oct.
29, 1999) (DISCO II First Reconsideration Order).]

· Eutelsat II-F2 at 12.5° W.L.

Eutelsat notes that the Commission has previously authorized certain U.S. earth station operators to communicate with this satellite.
See, e.g., BT North America, Inc. and CBS Broadcasting, Inc., DA 00-162 (February 1, 2000).

We also note that the International Bureau has revised its interpretation of its Exclusion List for International Section 214
Authorizations (Exclusion List). Specifically, the Exclusion List restriction for all non-U.S.-licensed satellite systems refers only to
non-U.S.-licensed satellite systems that are not listed on the Permitted Space Station List. [International Bureau Announced Process
for Providing Service Under Global International Section 214 Authorizations Using Approved Non-U.S.-Licensed Satellite Systems

This matter shall be treated as a "permit-but-disclose" proceeding in accordance with the Commission's ex parte rules. See 47 C.F.R. §§
1.1200, 1.1206. Persons making oral ex parte presentations are reminded that memoranda summarizing the presentations must
contain summaries of the substance of the presentations and not merely a listing of the subjects discussed. More than a one or two
sentence description of the views and arguments presented is generally required. See 47 C.F.R. § 1.1206(b). Other rules pertaining to
oral and written ex parte presentations in permit-but-disclose proceedings are set forth in Section 1.1206(b) of the Commission's rules,
47 C.F.R. § 1.1206(b).

Commenters must file an original and four copies of all comments and reply comments. All filings must be sent to the Commission's
Secretary, Magalie Roman Salas, Office of the Secretary, Federal Communications Commission, 445 - 12th Street, S.W., TW-A325,
Washington, D.C. 20554. In addition, one copy of each pleading must be filed with the Commission's duplicating contractor,
