SAT-AMD-20170301-00026 E S2935 O3b Limited Date Filed: 03/01/2017 17:19:53:52600 Amendment O3b Limited seeks to further amend its pending application (IBFS File Nos. SAT-MOD-20160624-00060) to modify the grant of U.S. market access for its non-geostationary fixed-satellite service system licensed by the United Kingdom. Specifically, in this amendment O3b seeks U.S. market access in the 37.5-42.0 GHz (space-to-Earth) and 47.2-50.2 GHz and 50.4-51.4 GHz (Earth-to-space) frequency bands for 24 satellites in its "O3bN" constellation. We defer consideration of O3b's request for market access in the 42.0-42.5 GHz band, which is not allocated for non-Federal fixed-satellite service in the United States and do not accept for filing this portion of O3b's request at this time. SpaceX seeks authority to add V-band spectrum to the 4,425 NGSO satellites previously proposed to allow the use of both Ku- and V-band spectrum for user links, and both Ka- and V-band spectrum for gateway links and tracking, telemetry, and command functions. Space X also proposes to add a very-low-Earth orbit NGSO constellation, consisting of 7,518 satellites operating at altitudes from 335 km to 346 km, using V-band spectrum for all links to and from associated earth stations. The V-band frequencies proposed are: 37.5-42.0 GHz (space-to-Earth), and 47.2-50.2 GHz and 50.4-52.4 GHz (Earth-to-space). We defer consideration of SpaceX's application for authority to operate in the 42.0-42.5 GHz band, which is not allocated for non-Federal fixed-satellite service in the United States and do not accept for filing this portion of SpaceX's application at this time. To maintain an operational fleet of 30 satellites, Astro Digital requests authority to deploy a total of up to 100 satellites over a 15-year license term. Astro Digital seeks authority to provide Earth Exploration Satellite Service in the 25.5-27.0 GHz (space-to-Earth) and 29.9-30.0 GHz (Earth-to-space) frequency bands, and to conduct telemetry, tracking and command operations in the 2025-2110 MHz (Earth-to-space) and the 399.9-403 MHz frequency bands (space-to-Earth and Earth-to-space). Astro Digital also seeks to operate inter-satellite links between its satellites and the Globalstar system using the 2483.5-2495 MHz and 1615-1617.775 MHz frequency bands. Astro Digital requests waivers of sections 25.156, 25.157, 25.217(b), and 2.106 of the Commission's rules. SAT-MOD-20170713-00103 E S2912 Planet Labs Inc. Date Filed: 07/13/2017 14:53:01:73300 Modification Planet Labs, Inc. requests modification of its authorization to operate a non-geostationary orbit Earth Exploration Satellite Service system. Planet requests a change to a condition of its authorization in order to permit up to 120 satellites of Planet's 600 authorized satellites to exceed an orbit apogee altitude of 550 km, rather than the orbit apogee altitude of 500 km in its current authorization. Planet also seeks to change the authorized technical characteristics of its communication channels in the 8025-8110 MHz (space-to-Earth) and 2025-2100 MHz (Earth-to-space) frequency bands, and to eliminate a condition of its authorization related to a launch opportunity that Planet is no longer pursuing. Finally, Planet also requests to revise a condition of its authorization concerning earth station locations approved for transmissions in the 8025-8400 MHz frequency band. Planet requests waiver of Sections 25.156 and 25.157 of the Commission's rules to allow the application to be processed on a first-come, first-served procedure, pursuant to Section 25.158. Planet also requests waiver or Section 25.217(b) of the Commission's rules. SAT-PDR-20170301-00023 E S2991 Telesat Canada Date Filed: 03/01/2017 14:44:41:37300 Petition for Declaratory Ruling Telesat Canada requests U.S. market access for its non-geostationary orbit fixed-satellite service system, which Telesat states will be licensed by Canada. Telesat proposes a constellation of 117 satellites operating in a combination of polar orbits at an altitude of 1,000 km and inclined orbits at an altitude of 1,248 km. Telesat seeks market access in the following frequency bands: 37.5-42.0 GHz (space-to-Earth), 47.2-50.2 GHz (Earth-to-space), and 50.4-51.4 GHz (Earth-to-space). The satellites will use inter-satellite links at optical frequencies. Telesat requests waivers of sections 25.202(a)(1), 25.156(d)(5), and 25.157(e) of the Commission's rules.
